It is unlawful for any person, firm or corporation within St. Louis County and the City of St. John to sell, offer for sale, expose for sale, use, discharge, or manufacture any blank cartridge, toy pistol, toy cannon or any related item or thing in which explosives are used, or firecrackers, torpedoes, sky-rockets, Roman candles, aerial salutes, bombs, electric sparklers or sparklers, colored fires, or colored torches or displays, or any other fireworks of any kind, character, or description whatsoever.
There is an exception to this for fireworks/pyrotechnic displays given by any fair association, amusement park, the official in charge of any public park, any civic or public organization or group of individuals, any of whom shall have respectively first obtained a permit from St. Louis County and the City of St. John for such display.
