The proposed proposition increases the City’s tax rate “ceiling” to $1.00 per $100 of assessed value. The City may implement this increase by adjusting rates over several years – i.e., a series of small increases, rather than one large increase – as long as the tax rate remains below the tax rate ceiling at all times.
For senior residents participating in the St. Louis County Senior Property Tax Freeze program, the proposed tax increase will not cause their real estate tax bill to increase. Only real estate taxes related to the Missouri Blind Pension Trust and bonded indebtedness (which the City’s
proposed tax increase is not) are excluded from the property tax freeze.
However, State of Missouri law limits the Senior Property Tax Freeze to real estate taxes and does not allow the freeze to be applied to personal property taxes (i.e., the taxes based on the value of your car). Accordingly, personal property taxes paid by senior citizens could go up if
the tax rate increases.
